EPA Extends Deadline for TSCA Reporting

On June 5, 2025, the EPA announced a rule to extend the reporting deadline to May 22, 2026, for all 16 chemicals covered under Section 8(d) of the Toxic Substances Control Act (TSCA), which requires manufacturers (including importers) of 16 chemicals to report safety data from unpublished health and safety studies to the EPA.

According to the Agency, these health and safety studies help inform its prioritization, risk evaluation, and risk management of chemicals under TSCA, furthering its efforts to protect human health and the environment. Manufacturers are also required to submit unpublished studies on environmental effects and occupational, general population, and consumer exposure for these chemicals.

The 16 chemicals covered by the rule are:

  • 4,4-Methylene bis(2-chloraniline) (Chemical Abstracts Service Registry Number (CAS RN) 101-14-4);
  • 4-tert-octylphenol(4-(1,1,3,3-Tetramethylbutyl)-phenol) (CAS RN 140-66-9);
  • Acetaldehyde (CAS RN 75-07-0);
  • Acrylonitrile (CAS RN 107-13-1);
  • Benzenamine (CAS RN 62-53-3);
  • Benzene (CAS RN 71-43-2);
  • Bisphenol A (CAS RN 80-05-7);
  • Ethylbenzene (CAS RN 100-41-4);
  • Hydrogen fluoride (CAS RN 7664-39-3);
  • N-(1,3-Dimethylbutyl)-N’-phenyl-p-phenylenediamine (6PPD) (CAS RN 793-24-8);
  • 2-anilino-5-[(4-methylpentan-2-yl) amino]cyclohexa-2,5-diene-1,4-dione (6PPD-quinone) (CAS RN 2754428-18-5); 
  • Naphthalene (CAS RN 91-20-3);
  • Styrene (CAS RN 100-42-5);
  • Tribomomethane (Bromoform) (CAS RN 75-25-2);
  • Triglycidyl isocyanurate (CAS RN 2451-62-9); and
  • Vinyl chloride (CAS RN 75-01-4).

“The original reporting deadline for this rule was March 13, 2025,” according to an Agency news release. “In March 2025, EPA issued a rule to extend the reporting deadline by 90 days to June 11, 2025, for vinyl chloride and 180 days to September 9, 2025, for the other chemicals covered under this rule. The rule announced today will extend the reporting deadlines for all 16 chemicals to May 22, 2026.

“This extension will provide EPA additional time to finalize guidance for companies on issues they raised with the agency related to complying with this rule, including those related to templates required for submissions containing confidential business information (CBI).”

The extended timeline aims to address practical challenges raised by regulated entities, particularly regarding the submission process for studies containing CBI. As such, the EPA plans to use this additional time to finalize guidance and refine templates, ensuring companies can meet reporting requirements efficiently and accurately. This move underscores the Agency’s effort to balance regulatory oversight with practical support for stakeholders navigating complex compliance obligations.
